Identity Theft or Marketing Ploy?

Seems I get a letter just about every month from a company telling me about their privacy policy. They all sound the same, I appreciate the notice, but I think a postcard with a website would be better served. What alarms me more is that I receive letters from companies telling me that my personal information may have been on a recently stolen laptop and now I have a free membership at Experian. I'm beginning to wonder if maybe this is an Experian marketing tactic. Once you go to their site, they are all about getting you to sign up for their paid memberships. Please tell me if you have similar experiences to support or debunk my hunch.

A few things to consider before joining Smaller Indiana:
