That sounds like a great idea. A good market to target may be local churches. I know a few years back our church set a goal of walking the distance from Fishers to Jerusalem as a congregation. It was a neat idea and this could give people a charitable motivation.

I know that Indyrunner.org has a group that meets on the weekends. I believe that it is at Eagle Creek. You might also want to check out the Athletic Annex group. I know they have Tuesday evening group runs but I'm not sure about runs on the weekends.
